Article I: College Membership

The College Membership shall consist of:

a. Resident Students including the Resident Assistant(s)

b. Non-Resident Students

c. the Master of the College

d. Faculty Associates appointed by the Master of the College

e. two Associate Masters who shall be faculty associates

f. the Assistant Master who shall be a graduate student

Article II: The Executive Council

The Executive Council shall be responsible to the Membership for College governance. It shall be comprised of the Master, Assistant Master, voting and non-voting elected student representatives.

Section 1: The Master shall be responsible for ensuring that all activities of the College are consonant with its basic purpose and its responsibilities to the University; he or she shall be accountable to the Provost of the University. The Master and Assistant Master shall each be voting members (2) of the Executive Council.

Section 2: Undergraduate Voting Executive Council Members (5) include:

a. the President, who shall coordinate all College activities in cooperation with the Master, Office of Residential Life, and the Residential College Board, as well as direct Executive Council policy

b. the Vice-President, who shall administer to ad hoc committees and the Intramural Committee and manage College housing

c. the Publicity Liaison/ Secretary, who shall facilitate connections between Residents and Non-Residents, manage all records, and oversee College publicity

d. the Treasurer, who shall administer and report College finances as well as oversee the upkeep of College common areas and possessions as Maintenance Chairperson

e. the Freshman Liaison, a Freshman Member who shall coordinate Prospective Student Housing

Section 3: Undergraduate Non-voting Executive Council Members (12) include:

a. the Academic Chairperson, who shall coordinate academic programs and serve as the liaison between undergraduate Members and Faculty Members

b. the Computer Officer, who shall maintain all College computer software and hardware and the College webpage

c. the Cultural Chairperson, who shall coordinate cultural events and College excursions

d. the Historian, who shall create a College scrapbook documenting College life and Residents

e. the Newsletter Chairpersons (2), who shall publish the College newsletter

f. the Representative of the College, who shall represent the College in University organizations other than the Residential College Board

g. the Philanthropy Chairperson, who shall involve the College in charity events both within the University and the surrounding environs

h. the Social Chairpersons (2), who shall coordinate all College social events

f. the Resident Assistant(s)

Section 4: Executive Council Meetings.

a. Meetings shall be open to all College Members.

b. Quorum for Meetings shall be a simple majority of the voting Executive Council Members (4). Quorum is required for any Council action.

c. The President shall determine Meeting attendance policies and direct Meetings.

Section 5: Elections.

a. Student officers will consist of and be elected by the Resident Members only.

b. The Computer Officer, Representative, and Freshman Liaison will be elected at the beginning of the Fall Quarter and immediately begin their terms.

c. The Historian will be elected at the end of the Spring Quarter and begin term the first day of the Fall Quarter.

d. All other officers will be elected by the end of the Winter Quarter and will assume office on the first day of Spring Quarter.

e. The President shall accept nominations for elected positions, validate all nominations, and supervise all elections.

f. The Executive Council will set all election dates.

g. Three-fifths of the Resident Members must vote in an election for the election to be valid. A candidate must receive a simple majority of all cast votes to win the election. If no candidate receives a majority of votes in the election, a run-off election shall be held between the two candidates receiving the most votes.

Section 6: Impeachment and Resignation.

a. Impeachment of elected officials may be effected by submission of signatures from one half of the College membership or by a two-thirds vote of the Executive Council.

b. Two-thirds approval of a general referendum by the membership shall remove the officer from office.

c. In the event of vacancies on the Executive Council, the Master shall appoint an interim officer, and the vacancy shall be filled by general election.

Article III: Points System and In-House Lottery

Section 1: There shall be three categories of points as follows:

a. Existential Points: For each quarter of residence within Chapin Hall, a Member earns one Existential Point. These points are cumulative for all years of residence.

b. Fireside Points: A Member will earn one Fireside Point for each quarter they attend three firesides. A Fireside Point must be earned each quarter to maintain housing eligibility. These points do not accumulate over years of residence. Following the in-house lottery, these points are expunged from record.

c. Committee Points: A Member will earn a Committee point through acceptable service in one committee from each of the following three groups:

o Academic and Philanthropy
o Social and Cultural
o Newsletter and Intramural

In order for a member to receive any committee points, they shall do maintenance two days out of the school year. The maintenance chair will coordinate the maintenance schedule. Executive board members will fulfill their maintenance requirement during spring quarter.

d. Committee points earned for Executive Council Service shall not be expunged.

e. One Committee Point must be earned each quarter to maintain housing eligibility.

Section 2: Point Equivalency and Calculation.

a. Existential, Fireside, and Committee Points shall hold equivalent worth.

b. Three Bonus Points shall equal one Existential, Fireside, or Committee Point.

Section 3: Bonus Points.

a. Bonus Points may not be used to satisfy Fireside or Committee Point eligibility requirements.

b. Members may receive an unlimited amount of Bonus Points each quarter.

c. Bonus Points shall be awarded at the end of each quarter for:

o Every fireside attended after the Fireside Point has been earned, attending non-College firesides, or bringing a non-College member to a fireside (1)
o Exceptional work on an assigned committee (Chairperson's discretion)
o Additional work on an unassigned committee (Chairperson's discretion)
o Hosting a prospective student (2)

Section 4: Executive Council Points.

a. All undergraduate Executive Council members shall receive one Committee Point each quarter they serve on the Council.

b. The Executive Council shall also award undergraduate Council members Bonus Points based upon a quarterly performance review.

1. For the purpose of this review, each Executive Council Member who must be evaluated in order to receive points must present a Quarterly Report of his or her activities from the quarter.

2. Upon presentation of this Report, the Executive Council shall take a silent ballot for the purposes of allotting points.

3. The average of the ballots, rounded up to the nearest point will be the point total of record.

4. Council members may not be voted more than nine bonus points per quarter.

Section 5: Housing Eligibility List.

a. Members must have a minimum of one Fireside Point and one Committee Point per quarter of Membership to be on the list.

b. Members on the list must also have University housing eligibility.

c. The preferred housing list shall consist of rising Executive Council Members.

Section 6: Room Preference.

a. Eligible Residents who wish to remain in their rooms via squatting rights may do so. Squatting rights shall not extend to single occupancy rooms.

b. First choice of the remaining rooms shall be awarded to the roommates with the highest combined point total and proceed until the last set of roommates has chosen a room or there are no longer any available rooms.

c. Rooms designated for the Residential Assistant(s) by the University are not available in the in-house lottery.

Article IV: Dues and Finances

The College must collect and administer dues paid by the Membership to the University and the College.

Section 1: Social Dues.

a. Social dues shall be collected from only from undergraduate Members and administered by the Executive Council.

b. The Treasurer shall present a quarterly financial report to the College that summarizes the previous quarter's expenses and previews the upcoming quarter.

c. All significant expenditures must be approved by a simple majority vote of the Executive Council.

Section 2: University maintenance fees shall be collected from Resident Members and allocated by the Executive Council.

Section 3: All receipts designated for reimbursement from the Social or Maintenance funds must be submitted to the Treasurer within two weeks of the receipt's date, pending extreme circumstances, or they will be invalidated.

Article V: Amendments

Section 1: Amendments must be approved by a simple majority of College Members in order to pass.

Section 2: Amendment Submission.

a. Amendments shall be submitted to election by a simple majority of the Executive Council.

b. All proposed amendments shall be advertised to the College members one week before the Executive Council can vote.

c. Line-item emendations are allowed.

Article VI: Ratification

Approval by two-thirds of College members shall ratify this constitution.
